Clerk/Treasurer Sheena Kocourek said staff and the utility committee spent “significant time” managing monthly late payments and shutoffs and recommended gathering additional information before a formal motion. The board directed staff to compile cost, notice and implementation details and to place a proposed motion on the September agenda.
The discussion stems from a change the village enacted in 2024, when it moved from quarterly to monthly billing. Trustee discussion emphasized the administrative workload and the Village’s experience with late fees and shutoffs. No formal motion to change billing frequency was made at the meeting; trustees asked staff to return with a cost/benefit analysis and proposed implementation plan.
Next steps: staff will provide options and projected timelines at the Sept. 8 meeting, where the board may vote on whether to resume quarterly billing.
