Councilmember Ramsey followed up on prior discussions about declining pavement condition and asked staff what it would take to stop the deterioration and improve the PCI to target levels.
Public works responded that the city is developing a pavement management plan (certification targeted by the end of August) and that, based on current projections, the funding gap to reach a PCI in the low 70s (the level at which lower-cost maintenance is effective) is around $800,000–$850,000 per year. Staff said they will run scenarios as part of the management plan and present funding options to the budget advisory committee and council during the next budget cycle. Councilmembers agreed staff would return with specific dollar figures once the analysis is finalized.
