SHOPO agrees to federal per diem rates; BU15 arbitration still pending

Department of Personnel Services staff told the Civil Service Commission that SHOPO accepted the employer's proposal to adopt federal per diem rates for travel reimbursement, effective July 1, 2026, and that a holiday-observance agreement was reached for April 16, 2027.
"During the meeting, SHOPO agreed to the employer's proposal to adopt federal per diem rates for travel reimbursement, effective July 1, 2026," Director Cynthia Razo-Porter reported. She explained the change reflects federal rates being reviewed more regularly than the local rates, which have not been updated in about a decade.
Separately, the Director said interest arbitration regarding BU15 (Ocean Safety) remains pending and staff hope a decision will be released soon. Commissioners asked to receive updates on both matters as they develop.
