Maui County reports mixed arbitration outcomes; BU15 pending, BU11 award issued and under dispute

Director Razo-Porter reported BU15 interest arbitration remains pending with closing briefs set for May 20; the BU11 Fire Fighters award was issued and cost items approved retroactive to July 1, 2025, but HFFA filed a prohibited-practice complaint and mediation is anticipated in mid-June.
The Department of Personnel Services updated the Commission on active collective-bargaining matters. The BU15 interest arbitration award remains pending; the union and employer are scheduled to exchange closing briefs May 20, 2026 and the matter is overdue because the agreement is effective July 1, 2025, Director Razo-Porter said.
Separately, the BU11 Fire Fighters interest arbitration award has been received and the County Council approved the cost items, effective retroactive to July 1, 2025. The Hawai'i Fire Fighters Association filed a prohibited-practice complaint regarding the April 13, 2026 arbitration award; the Hawai'i Labor Relations Board recommended mediation, and the parties have agreed on a mediator with mediation anticipated in mid-June 2026.
