Director updates commission on shelter permits, Great Lakes Building offer and Water Street closure

In a verbal report the planning director told the commission the 365‑day shelter project has secured permits and is moving forward. The director also said staff expects to post a Forest Creek phase‑2 RFP in August after coordinating with utilities and the property owner, and that one small parcel remains to be acquired or phased.
The Redevelopment Authority recently accepted an offer from State Technical College to purchase the Great Lakes Building; the buyer is completing due diligence with an emphasis on environmental work and, if all goes well, the purchase and renovation should occur later this year. City hall construction uncovered old utilities that are not usable; the director said the best route is to extend service out to Water Street and that work will likely require a 1–2 day closure coordinated with Public Works. Staff also reported a finalized purchase agreement with Chase Bank will be forwarded to council for formalization, and that 3rd and Portage condominiums are working through final state and historic approvals.
The director framed these updates as part of a busy local construction season and asked for coordination while short closures are scheduled.
