Bristow rejects low hospital window bid, awards $400,000 contract to TimeKey

The Bristow City Council reviewed four bids received May 1, 2026, for window replacement and installation at Saint Francis Bristow Hospital. The apparent low bidder, Apax Glass Inc., submitted a $179,740 bid that the council found to be unbalanced and incomplete because it did not include portions of the scope such as drywall work and windowsills. The council voted to reject Apax's bid and awarded the contract to TimeKey Enterprises, LLC for $400,000; Councilmember Judd Johns moved the award and the motion passed on roll call.
Council also approved a publicized statement explaining the reasons for selecting the second-lowest bidder, saying the award to TimeKey was "in the best interest of the residents of the City of Bristow and its visitors." Bid tabulation included Apax Glass Inc. $179,740; TimeKey Enterprises $400,000; Bluestem Glass Services $425,000; and Cactus Construction $657,300.
