Board approves remote participation for Supervisor Rourke, appoints Brenda Duffy to IDA and declares surplus equipment

At the April 17 meeting the Nottoway County Board of Supervisors recorded several procedural and administrative actions.
The board voted to allow Supervisor John Rourke (District 2) to participate remotely under the county’s electronic‑participation policy while he continues recovery. Rourke addressed the board and said he intends to continue serving and virtually attend public meetings per policy.
The board also appointed Brenda C. Duffy to the Industrial Development Authority to fill a vacancy through Sept. 18, 2025; the motion to appoint was moved, seconded and approved. Separately, staff asked permission to declare a set of vehicles and heavy equipment (two loaders, a bulldozer and several sheriff’s vehicles) surplus. The board approved declaring those items surplus and directed staff to proceed with dispositions (board discussed sealed‑bid options and govdeals as possible channels).
Other formal votes earlier in the meeting included adoption of the landfill fee schedule and final adoption of the solar ordinance amendments excluding the Dominion supervision clause (the latter was decided by roll‑call; see the solar article for details).
