County Administrator Bowen said the PPEA gives the county authority as a responsible public entity to pursue public‑private partnerships that may deliver projects more quickly or cost‑effectively, and he noted other localities are pursuing similar guidelines. A member of the courthouse committee urged adoption, saying PPEA contracts can include a maximum guaranteed contract cost that reduces the risk of unanticipated overruns. Bowen and legal counsel warned that timelines are tight: the county must be prepared to deliver proposals to the judge and his attorney by early July if it intends to proceed under the PPEA process.
The board approved a motion to use PPEA for the courthouse complex by voice vote. Staff and counsel will coordinate next steps if county leaders choose to seek proposals under the new guidelines.
