Council OKs CDBG application and outlines repairs for Municipal Lot #1 sinkholes

Union City Borough Council voted Sept. 16 to apply for up to $100,000 in Community Development Block Grant (CDBG) funds to cover a portion of stormwater repairs in Municipal Lot #1.
Streets Supervisor Bob Phillips and Borough Manager Cindy Wells reported they met with Solicitor Tim Wachter and recommended Mansfield fill the sinkhole, replace approximately 10 feet of pipe and install a new catch basin; smoke-and-dye testing will follow once those repairs are made. Phillips said businesses that use the lot and the Union City Volunteer Fire Department will be notified before testing is scheduled.
Councilor Steadman moved to approve submitting the CDBG application; Councilor Osborn seconded and the motion passed unanimously. The council instructed staff to obtain quotes for paving the repaired areas and to notify stakeholders before intrusive testing.
"It was recommended that we do a smoke and dye test," Streets Supervisor Bob Phillips said during the meeting, summarizing the next investigative step.
The CDBG application seeks up to $100,000 to cover a portion of the stormwater-system repairs; the motion did not specify exact contract awards or a final construction schedule, which will depend on quotes and grant funding availability.
