Union City council approves routine measures, backs CDBG grant application and schedules sinkhole repairs

At its Sept. 16 meeting, Union City Borough Council unanimously approved a package of routine motions including advertising a tenant-registration amendment, a $5,563.49 tax exoneration for 121 East High, ordinance amendments, and a CDBG grant application for stormwater repairs in Municipal Lot #1.
Union City Borough Council met Sept. 16 at First Global Methodist Church and took unanimous action on a slate of routine items and a grant application for stormwater repairs.
Council President Riley Cross called the meeting to order at 6:00 p.m. and Council approved the agenda, the Aug. 27 minutes, the secretary’s report and payment of bills. The council then moved through a series of motions that passed without recorded opposition.
The council voted to advertise an amendment to the tenant registration ordinance that would allow violators to be charged more than once a year when they fail to provide required information. It approved a resolution to exonerate $5,563.49 in taxes on a property at 121 East High purchased by the Land Bank, and it approved an application to the county for up to $100,000 in Community Development Block Grant (CDBG) funds to help pay for stormwater repairs in Municipal Lot #1.
Councilors also approved advertised updates to Parking Ordinance 1137 (technical amendments and restrictions on unlawful and inoperable vehicles) and Zoning Ordinance 1118, which adds definitions and permitted-use rules for redemption games (games of skill) and allows certain accessory structures on adjoining lots. The council set borough trick-or-treat hours for Oct. 31 from 6:30 to 8:00 p.m.
Streets Supervisor Bob Phillips reported on work related to sinkholes in Municipal Lot #1, including a recommended smoke and dye test after Mansfield fills the sinkhole and replacement of approximately 10 feet of pipe and installation of a new catch basin. Council members said affected businesses and the volunteer fire department would be notified before testing.
Public comment included brief remarks from Bev Ballog with Hometown Heroes, who thanked the borough for its support and said she was "happy to hear that Lance is not accepting the money." Council President Cross stated he had spoken with Lance Greer and indicated the borough would not be taking any money from the related civil case.
No votes failed. The council adjourned at 6:50 p.m.; an executive session on real estate, personnel and contracts followed from 6:58 p.m. to 7:42 p.m. with no action taken.
