Winthrop board to use MMA guidance and a two-page draft for hearing procedure

Board members said they would start from the MMA guidance and Raymond model in Appendix 5 of the assessment manual and pare the language down to a short, clear procedure for use at the poverty-abatement hearing. Mark offered to prepare a draft the board could review publicly before the hearing.
Members emphasized the goal of a non-intimidating process that allows appellants to present their case whether or not they are represented by counsel. "I would like this to be a friendly process and not an overly legal [process]," Mark said, urging a concise two-page set of steps so everyone understands what evidence is relevant and how questions will be handled.
