Beadle County holds first reading of wheel tax ordinance to fund roads and bridges

Beadle County commissioners held the first reading of an amended wheel tax ordinance (Ordinance No. 08-11-2026) during their July 30 meeting. The draft ordinance cites SDCL Chapter 32-5A as authority and would dedicate proceeds to the County Road and Bridge Fund for highway and bridge construction and maintenance.
Under the amendment, passenger vehicles weighing up to 6,000 pounds would be assessed $2.00 per wheel on a maximum of four wheels, not to exceed $8.00 per vehicle; vehicles 6,001 pounds or more would be assessed $5.00 per wheel on a maximum of two wheels, not to exceed $10.00 per vehicle. The ordinance text states it would take effect on Sept. 12, 2026 and, if adopted, collections would commence Jan. 1, 2027. The board scheduled a second reading and possible adoption for Tuesday, Aug. 11, 2026.
The ordinance text also directs the board to adopt a resolution establishing distribution of revenue among the county, municipalities and townships as allowed by SDCL 32-5A-2. No vote to adopt was taken at the July 30 meeting; the item remains at first reading and will return to the board on Aug. 11 for further action.
