Gilroy welcomes Michael Horta as new human resources director

The Gilroy Personnel Commission opened its Aug. 3 special meeting by introducing Michael Horta as the city’s new human resources director and risk manager. Staff told commissioners Horta joined the city on July 6 after a period of cross-training with outgoing HR staff.
"I'm super excited to be here," Horta said, and later told the commission he has "about 20 years experience in HR" and previously worked for the city. Staff said Horta will take over remaining HR duties as the prior director phases out responsibilities.
Commissioners and staff framed Horta’s arrival as part of a continuity strategy: the city said his public-sector HR and risk-management experience and involvement with organizations such as the League of California Cities and the California Public Employees Employee Relations Association position him to lead the department’s work. The commission did not take formal action on the appointment during the special meeting.
