Staff explained the ordinance updates formal definitions (including a broad "motorized mobility device" category), aligns several provisions with the California Vehicle Code and clarifies which classifications of e‑bikes may use local bike facilities. Officer/Sergeant Garza told council the revisions were designed to give police clearer authority to enforce unsafe operation and cited examples — including stunts and wheelies — to make enforcement less subjective.
Garza and other staff explained that class 2 bike lanes and routes in Placentia are generally open to multiple e‑bike classes, while separated class 1 paths can be limited to certain classes. Garza said the ordinance also draws a distinction between class 3 bicycles (which can reach higher speeds) and off‑road electric motorcycles and dirt bikes that are not street legal.
Because staff described the rewritten ordinance as a substantial change from the prior draft, the council treated this as a first reading and scheduled a second reading and final adoption for a later meeting. The motion to accept the revised language passed 5–0.
