ALJ bifurcates PSO rate case; revenue requirement, large-load tariff set for separate testimony

An administrative law judge overseeing the Public Service Company of Oklahoma rate case (Case No. PUD2025-000075) agreed to bifurcate the proceeding so that revenue requirement issues and the large-load tariff would be addressed separately. The decision followed a proposal by the parties and was announced by Administrative Law Judge Ken Behrens during the special Commission proceeding on June 29, 2026.
Under the schedule adopted in minutes of the session, revenue requirement-related testimony was set to begin July 1, 2026, and testimony related to the large-load tariff was set to begin July 7, 2026. The bifurcation was recorded after the ALJ “agreed with the proposal to bifurcate the issues” following statements from counsel. Commissioners Kim David, J. Todd Hiett and Brian Bingman were present for the scheduling decision.
