Staff described two predictable review tracks for master-plan overlays intended to replace a previously unclear process: a hearing-examiner track for projects that use underlying zone bulk, dimensional, and use types, and a city-council track for projects asking for deviations (higher height/density or new uses). Presenter said the change provides consistent acreage eligibility criteria and review authority so large coordinated developments can be evaluated predictably. "So it's just a it's a way to create a predictable framework for large scale coordinated development," the presenter said (S3).
Staff said applicants using only underlying zone standards could proceed to the hearing examiner, while applicants seeking an off-menu approach (higher density or uses not allowed in the zone) would need council action. The changes were presented as part of the Title 18 rewrite, and staff expects the crosswalk to show criteria and thresholds ahead of Aug. 18.
