Planner (S3) told the commission that state RCWs required specific off-street parking adjustments — for affordable housing, mass-timber, modular and converted housing types — and that Sequim incorporated those requirements into the draft. Staff did not pursue broader parking reductions beyond what state law mandates, but made administrative updates to align parking with the new use-type tables in 18.25. "We have not opted to do anything more, to essentially, lessen the amount of parking that is required," the presenter said (S3).
Staff noted a modest parking reduction for some multifamily units: multi-bedroom multifamily was revised from roughly two spaces per unit to 1.5, and studio multifamily to one space per unit. The changes are intended to match use-type categories and reflect site-specific circumstances rather than wholesale local policy shifts away from minimum parking requirements.
