Staff reviewed accessory dwelling unit (ADU) rules carried into the Title 18 draft from prior code with clarifying housekeeping edits to setbacks, conversions, and parking. Presenter (S3) said the city will allow ADUs adjacent to alleys where the city engineer determines the alley is not one that is 'routinely plowed,' noting the statute's unspecified "routinely" standard. "So right now, my I'm I'm going to propose that we just allow, ADUs to be located on lot lines adjacent to alleys," the presenter said (S3).
Staff recommended aligning ADU setbacks with accessory-structure standards where not more restrictive than primary-structure setbacks and keeping a one-space-off-street parking requirement for ADUs unless the unit is within 0.5 mile of the city's transit hub. Staff also reiterated that park-model RVs (L&I-licensed as recreational vehicles) are not permitted as ADUs because they do not meet building/HUD standards.
