Sequim staff presents near-complete rewrite of Title 18 zoning code

Planner (Presenter, S3) told the commission that the Title 18 rewrite is “a relatively full rewrite” that reorganizes chapters to better align with the comprehensive plan. The rewrite moves wetlands protections to Title 16 and clearing/grading to Title 15, consolidates administrative chapters, and adds new definitions and use-type categories (18.20 and 18.25) so uses in the tables have clear definitions. “This is a relatively full rewrite,” the presenter said (S3).
Staff emphasized that many changes are organizational to make the code more administrable and transparent, while some chapters will see content changes (residential density, downtown form, PRD adjustments). Staff said they will provide revision crosswalks and a public-comment crosswalk before the Aug. 18 study session so the commission can focus on substantive edits.
