At the meeting's second half, a staff presenter provided an in-person refresher on the Ralph M. Brown Act and financial conflict-of-interest rules under the Fair Political Practices Commission framework. The training addressed prohibited serial communications, how social media interactions among commissioners can create a 'meeting' under the Act, and the need for clear agendas and public notices.
The presenter described how commissioners must disclose and sometimes recuse for financial interests, explained the 500‑foot rule for real-property interests and walked through Form 700 / source-of-income considerations. "If you have a conflict, you step down," the presenter said, describing procedures for leaving the dais and participating only as a member of the public when appropriate. Commissioners asked practical questions about quirks such as social-media likes and how recusals affect quorum; staff advised notifying the city early if a conflict might exist so agendas and staffing can be adjusted.
