Placentia council votes to stop Specific Plan 5 update, citing budget priorities

Staff and PlaceWorks presented the Specific Plan 5 (SP5) study session, covering boundaries, an existing-conditions review and a market study. PlaceWorks reported 176 online survey responses and a low in-person turnout at the March open house. The consultant outlined potential opportunities including streetscape improvements, objective design standards, and limited allowance for mixed use on Parcel 9, which is already entitled.
Council members pressed staff and the consultant on who had requested the update, the anticipated benefits, and the cost and funding source. Staff said the contract maximum is approximately $400,000 and that the work would be funded from restricted general-plan update fee reserves. Council Member Ivanka moved to stop work on the SP5 update, pay bills accrued to date, and shelve the project pending future budget conditions. The motion passed by a unanimous 5-0 recorded vote.
Councilmembers who favored shelving said they wanted to prioritize core services and retain restricted funds for the general plan update or other citywide needs. Council members who had encouraged study acknowledged the project could resume in the future but said current budget constraints made continuation impractical.
