After questions about noise and complaints for residential-adjacent locations, staff said the city administrator would retain discretion to restrict early collection where it would disturb residents.
A motion to introduce and approve the ordinance on first reading passed 5-0. The council recorded no named nay votes; the item will return for a subsequent reading and final adoption per the municipal process.
