Wayzata spells out open-enrollment, intra-district transfer and grandfathering rules tied to boundary changes

During the presentation Superintendent Chace B. Anderson reviewed administrative rules that would govern the transition if Concept 9 is adopted. Open enrollment will continue to follow board-adopted protocols and state law; students approved under open-enrollment in 2024-25 will remain at their current schools. The packet specifies that open-enrolled students entering 6th grade will attend the middle school assigned to their elementary under the new boundaries, and that Birchview is designated as the placement for incoming kindergarten students who do not have older siblings in the district for 2025-26.
The recommendation also details intra-district transfer procedures (annual review and limited ability to remain at out-of-area schools depending on future capacity). The district proposed grandfathering: current 6th graders already attending East Middle School who came from Kimberly Lane would be allowed to remain through 8th grade with provided transportation; current middle-school students at East, Central, and West may remain through 8th grade but transportation will not generally be provided for students who elect to stay at their prior school after reassignment. The packet explicitly states younger elementary siblings will not be grandfathered and current 4th graders will not be able to remain at current schools due to space, logistical and cost constraints.
