Michael Klinger described a background in construction and budgeting and said he was motivated to help the district through a period of needed upgrades. A board member moved to appoint both candidates by resolution and the motion carried.
The chair explained that appointees must take an oath of office and file conflict-of-interest forms with the county before participating in votes; any appointee could still choose to run in the November election for a full term.
