The plan raises the districtwide four‑year graduation target from 81% to 83%, with a focal‑group gap‑closing target rising from 76.5% to 82%. The targets include an ambitious revision to 9th‑grade on‑track measures (baseline to jump from 63.5% to 80%) and a targeted gap‑closing improvement for focal groups (56% to 74%). Third‑grade ELA proficiency baseline was revised from 36% to 43% (gap target 27% to 36%), and regular attendance targets were updated (baseline 67%→71%, focal 53%→65%).
