Brookings-Harbor School Board approves summative evaluation of superintendent

The Brookings-Harbor School District board approved the annual summative evaluation of Superintendent Helena Chirinian at a Feb. 28, 2025 special virtual meeting. Board Chair Jay Trost announced the vote following a brief executive session held under ORS 192.660(2)(i); the motion passed 4–0 with Janece Payne, Trish Walker, Alan Nidiffer and Jay Trost voting in favor and Katherine Johnson absent.
Board Chair Jay Trost read a statement saying the evaluation covered two superintendent goals and eight professional performance standards based on national standards and that the board and superintendent used a targeted feedback survey administered by the Oregon School Boards Association (OSBA) as one source of data. "The board of directors of the Brookings-Harbor School District have completed the annual evaluation of Superintendent Helena Chirinian for the 24-25 school year," Trost read.
The board statement listed five standards rated exemplary—Visionary District Leadership; Ethics and Professional Norms; Communication and Community Relations; Effective Financial Management; and Policy Governance and Advocacy—and three standards rated as met: Inclusive District Culture; Culturally Responsive Instructional Leadership and Improvement; and Effective Organizational Management. The statement said the board found the superintendent "well met" on goals to be visible in the district and to develop district processes and procedures for staff and community participation; it added the board will work with the superintendent in the coming weeks to develop professional development goals aligned with district goals.
The board recessed to an executive session at 1:01 p.m. under ORS 192.660(2)(i) to review and evaluate employment-related performance of the superintendent and returned to public session at 1:08 p.m. The meeting was adjourned at 1:11 p.m. by Chair Trost.
