Members recommended clearer standards, better packet exhibits (elevations, side profiles, plot plans) and thorough training for newer members so decisions do not rely on site visits that may conflict with Texas law. "Under state law, a variance requires a hardship," staff said during the discussion, and the council liaison urged staff to identify what evidence would help the board make consistent rulings. Public commenter Vicky Belcher told the board topography and lot placement can make a real difference in whether an item should be evaluated as a variance or special exception.
