Spearman ISD adopts teacher salary schedule and National Board Certification spending policy

The Spearman ISD Board on July 14 approved the district’s 2025–2026 teacher salary schedule and a policy governing local uses of National Board Certification allotment funds. The salary schedule includes a Step 0 minimum listed at $39,742 and a $3,000 master’s-degree stipend; the salary table is included in Exhibit F. The motion to approve the salary schedule was made by Jay Tracy and seconded by Abby Pipkin and carried 6-0.
Separately, the board approved a National Board–Certified Teacher (NBCT) spending policy (Exhibit E) that explains reimbursement procedures, program supports and requires the district to retain 10% of local allotment funds for implementation costs. The board also approved a motion that the 10% retained funds may be used for benefits and retirement contributions for teachers receiving the NBCT allotment. That motion carried 6-0. The policy states the district will reimburse teachers after the district receives allotment funds and that reimbursement will be distributed within 60 days of receipt and no later than August 31.
The minutes also include an approved 2025–26 stipend list (Exhibit G) covering extracurricular and coaching stipends; the board approved that stipend schedule later in the meeting (5-0 after one member left).
