The South Umpqua SD 19 budget committee approved the district’s proposed 2025–26 budget on May 21, 2025, voting to add funding to purchase additional sexual-abuse-and-misconduct (SAM) liability coverage. Cynthia Rohn moved to approve the budget with the amendment; Don Brown seconded and the motion passed unanimously among those present.
Superintendent Bare read the budget message in full to the committee before staff detailed a recommended adjustment. Shy Chapman, the district’s Director of Fiscal Services, said the district’s PACE policy had previously provided $20 million in SAM coverage but “this year’s policy includes only $10 million in coverage,” and recommended the district “purchase an additional $20 million in SAM liability coverage at a cost of $45,000.” Chapman noted the adjustment would reduce the unreserved ending fund balance from 7.56% to 7.37% while remaining above the board’s minimum requirement of 5%.
