Spring Branch ISD committee meets to refine school finance advocacy ahead of 2025 legislative session

The School Finance Advocacy Team (SFAT) of the Spring Branch Independent School District met on Nov. 20, 2024, in the Wayne F. Schaper, Sr. Leadership Center. Board Vice‑President Courtney Anderson called the meeting to order at 6:06 p.m. and confirmed compliance with the Texas Open Meetings Act (Texas Government Code Section 551.041).

SFAT Co‑Chair Kristi Thibault opened the meeting and SFAT Co‑Chair Jen Espey reviewed the agenda and objectives. Christine Porter, CPA and Associate Superintendent of Finance, provided a recap of prior discussions and oriented participants on a key school finance concept known in the district as "Golden Pennies," which Porter described as part of the state's school finance model and an area SFAT would target for advocacy to increase its yield.

Participants included SFAT co‑chairs and trustees from neighboring Houston‑area districts. Espey presented the district's draft legislative priorities; Trustees Courtney Anderson and David Slattery described how the priorities were developed. SFAT co‑chairs Georgia Polley and Brian Muecke offered outreach suggestions such as coordinated calls, social media engagement, and letter writing to elected officials. Special guest Rep. Harold V. Dutton Jr. (Texas House District 142) shared insights on public‑education developments at the state level and took questions from the committee.

Jen Espey closed the meeting by confirming the committee will reconvene for a brief meeting in January; a date will be announced later. With no further business, Vice‑President Anderson adjourned the meeting at 7:58 p.m.
