Board members discussed the response rate and outreach strategy: 186 surveys were returned out of 1,863 mailed to registered voters, and roughly 10% response was noted by several members. Committee member S4 said, "10% isn't a horrible return rate in the survey." Members suggested community listening and education sessions before pursuing ballot action or a petition to ensure broader public understanding.
Some members said companies already are researching counties without zoning, creating urgency to develop an approach. Staff recommended a series of community meetings in the next three months to improve public education, then reconvene to determine whether to pursue a petition or request the commissioners place measures on a ballot.
