Following executive session, Councilor Prince moved to appoint Chief Ron Joy as acting city manager while the council searches for an interim manager. Prince also proposed appointing Eric Zeno as acting assistant city manager to provide operational continuity; after an amendment council approved naming Zeno an acting assistant to be revisited at a later meeting. Council also appointed a subcommittee (the mayor, Councilors Saum/Benefield/Hall) and authorized the use of consulting firm SGR to help vet interim candidates.
"I would propose that since Mr. West has submitted his resignation... that we appoint Chief Ron Joy as the acting city manager," Prince said when introducing the first motion; the council recorded unanimous approval of the amended motion. A separate motion to create the interim search subcommittee was also approved unanimously.
The appointments were positioned as a short‑term operational step while the council moves forward with a formal interim search and possible hire.
