Board: full engineering report not yet available; transformer testing shows mixed results

On transformer testing, staff described mixed results: "They found that T3, the third transformer that we thought we were gonna have to completely fix is now doing better," the staff member said, adding that testing showed T1 is "no good at all" and would need replacement with different specifications. Staff said they currently have only test results and no final engineering report in hand.
The board did not take action on the engineering report or capital work at the meeting; staff said they will adjust specifications based on the testing before seeking required financing and approvals.
