Directors approved a professional-services agreement with Lumos & Associates for surveying and design of the West Shore Trail Segment 1 at a cost of $291,548. Staff said the contract amount is covered in the board-approved project budget and noted that construction funding currently includes $770,775 of TOT/TBID allocation; the district will also pursue the program's annual funding cycle to augment that funding.
Board members asked about construction timing and public reaction; staff said construction has already started at the southern end, that the contract includes a holiday pause in activity for two weeks, and that usage of the trail has continued during construction. The board approved the contract with no public comments during the action.
