The board used a large portion of its June 20 meeting to honor Ramona Cruz, the district's chief financial officer, who said she will retire on July 4. In a recorded remark for the minutes Ramona stated for the record, "Ramona Cruz, the outgoing chief financial officer," and thanked the board and staff for the opportunity to serve.
Multiple directors and senior staff credited Cruz with strengthening the district's financial policies, leading long-term financial planning, shepherding multiple rate studies, and helping the district earn Government Finance Officers Association recognition. The general manager told the board that Ramona "has really improved the level of financial transparency of this district," and colleagues highlighted her role in implementing a Section 115 trust and preparing the district to borrow for recent water-system acquisitions. Staff said transition work is underway to hand responsibilities to finance and operations colleagues.
