Developer seeks TIF extension for Treynor housing project; board approves resolution

Scott Ralphs, a civil engineer with Vision Trainer Group, told the Treynor Community School District board that his firm plans to develop roughly 30'6 market-rate residential lots on a 63-acre site north of town and expects grading, utilities and paving to proceed this fall and next spring.
Ralphs said the development divides the site into east and west parcels (about 16 and 20 lots respectively, subject to final plats) and includes space for additional baseball and multiuse fields and amenities such as a smaller "miracle field" and a splash pad. "We're requesting another 5 years," Ralphs said, explaining the developer asked the city to extend the TIF term as a safeguard if home sales slow. He also stated, "It gets $2,400,000 is the TIF amount." The board was told the payback period would shorten automatically if lots sell faster.
Board members asked about parking, access roads and who owns the adjacent parcels. Ralphs described a new road connection to Highway 92 and Stevens Ridge Road, said a south parking lot could offer more than 200 spaces, and noted some paving and parking improvements would be funded from lot-sale proceeds rather than directly from the TIF. The board discussed the development alongside a draft resolution authorizing the Treynor housing urban renewal TIF extension; after debate the board approved the resolution by roll call.
