The council approved a funding agreement with the Heart of Iowa Regional Transit Agency (HRDA) to continue transportation services in Pella at the current contract amount of $21,640 for fiscal year 2027.
Staff told the council HRDA had presented an initial service plan but its board later reduced service hours from 7 a.m.–5 p.m. to 7 a.m.–4 p.m. for communities in the nine‑county service area; staff recommended the city proceed with the agreement while following up on the service change. "The city's current transportation services that HRDA provides is basically Monday through Friday from 7AM to 5PM… their board did decide to reduce the service hours to 7AM to 4PM," staff said. Council approved the agreement on a roll-call vote.
Staff flagged that reduced hours could mean fewer service calls in the later afternoon and that if partner communities do not pay per‑capita charges in future years those communities may lose HRDA service. Council asked staff to monitor service levels and report back if riders or schedules are materially affected.
