Public works director outlines recycling, vehicle and memorial policies

Public Works Director Bill Perino reviewed several policy updates the department plans to implement or propose for administrative adoption.
On refuse and recycling, Perino said the city has issued new 64-gallon recycling containers and 96-gallon refuse containers to most residents and moved bulk pickup to twice monthly with a new grapple truck that reduces manual lifting. He said the city is piloting dumpsters for multifamily recycling and exploring options for commercial dumpsters. “We’re seeing a lot of success,” Perino said, noting grant funding has offset roughly $500,000 to help roll out container swaps and related work.
Perino also described internal changes to vehicle-discipline policy for city operators: rather than linking discipline to damage dollar amounts, the proposed approach would apply progressive discipline based on recurrence of avoidable accidents and whether laws were broken. He said this would better target unsafe driving behavior.
Other policy items discussed included a revised mailbox-replacement approach that prioritizes replacing mailboxes damaged by plows the day after an incident, and a proposed roadside-memorials policy giving families time for temporary displays and offering alternatives (memorial trees) while removing items after a set period (three months) to protect right-of-way property owners.
