Council sends Berlin Station rezoning to third reading after concerns about density and compatibility

Council continued consideration of Ordinance 25‑53, a request from Berlin Station Bridal, LTD to rezone 66.75 acres from agricultural to residential plan unit development (RPUD). The proposal caps density at 4 dwelling units per acre and would permit 1‑ and 2‑family dwellings with buffering and tree‑preservation conditions.
Planning staff summarized the concept plan and recommended approval with seven conditions, including buffering near residential parcels and preservation of existing tree lines. Several councilmembers voiced concern that the proposed density and lot pattern would not match the adjacent large‑lot rural character. One council member asked, “it just doesn't quite seem to fit,” and staff replied that the density calculation averages in ponds and preservation areas and that matching exact lot sizes across annexations is not always feasible.
Because at least two emails had been received and council members requested additional opportunity for public input, the council voted to move the ordinance to third reading on Oct. 13 to allow more public comment and additional staff follow‑up.
