Council approves rezoning for Helpline property at 11 N. Franklin Street

On second reading, council approved Ordinance 25‑52 to rezone a small downtown property at 11 North Franklin Street from community commercial to a mixed‑use planned unit development (MX PUD).
Planning Director Sandra Pereira (speaker 15) explained that the zoning change was requested so a future owner could both live in and operate a small art studio at the site; staff and the planning commission recommended approval with six conditions and said the proposal conforms to the comprehensive plan. Tonya Pace, executive director of Helpline (speaker 16), told council she supports the sale and said Helpline is relocating to a different facility: “I am confident that they will add to the Delaware City community… I trust that the individuals that are the potential buyers, will add value to this community.”
Council members asked about historic‑district constraints and whether buyers are informed about certificate of appropriateness requirements; Pereira said staff communicates those limits when the city is involved in a transaction. Council waived additional readings and approved the rezoning by roll call.
The ordinance adopts the site’s existing conditions into the new PUD and allows residential occupancy on both floors while enabling limited commercial uses on the property, subject to the six conditions in the ordinance.
