Following approval of the Boxwood Solar CUP, the Board considered a Solar Siting Agreement negotiated with CEP Solar that defines community payments and project commitments.
Planning staff noted the agreement provides $174,000 to Halifax County for Edmonds Park playground equipment, payable within 30 days of CUP approval, and that CEP Solar increased its previously offered fire-department payment to $19,000 after reengaging with Liberty Volunteer Fire Department representatives. CEP representative Rob Propst said the additional funding "would allow the department to convert an existing pickup truck into a brush fire response vehicle," citing a local vendor quote as the basis for the conversion estimate.
Mr. Detrick Easley explained that including the contribution in the siting agreement makes the obligation legally binding and ensures the County and the volunteer fire department will receive the funds on the schedule described in the agreement. The Board approved the Solar Siting Agreement (motion passed 5-2 with one abstention).
