Berkley Group reports initial assessment of forensic audit responses; Munis year‑end closing urgent

County Administration engaged the Berkley Group to help respond to findings in a forensic audit conducted by the Premier Group. On June 16 the firm presented an initial status update and a roadmap for corrective work that included six workstreams: payroll/timekeeping controls; records management and retention; financial policies; segregation of duties and internal controls; training and compliance; and oversight and continuity of operations.
Ms. Nelsy Birch, Director of Public Finance for the Berkley Group, told the Board the firm had identified a loss of institutional knowledge in the Finance Department and that Fiscal Year 2025 remained open in the County’s Tyler Munis system — a condition that must be remedied before opening Fiscal Year 2027. "Fiscal Year 2025 remained open and had not been formally closed," Birch said, and the County would require immediate technical assistance and training to complete year‑end closing and stabilize financial operations.
The Berkley Group indicated the engagement will take roughly 120 days and will include interviews with staff and policy development; the firm proposed an additional, separate work order for Munis technical assistance. The Board accepted the briefing and thanked the consultants for the work; staff will bring further status updates as the engagement proceeds.
What’s next: County Administration will coordinate Munis support and policy development with the Berkley Group; a follow‑up briefing is expected in the fall when the firm presents final recommendations and proposed policies.
