The Spearman Independent School District Board adopted a resolution on June 17 declaring its intent to reimburse itself for capital project expenditures from proceeds of future obligations, and the resolution states the board expects the maximum principal amount to be no more than $4,475,000.
Abby Pipkin moved the resolution and Mike Pearson seconded it; the motion passed unanimously. The resolution (Exhibit B) lists the types of financed facilities and improvements — including construction and equipment of athletic facilities, school buildings, the purchase or retrofitting of buses and vehicles for safety and emergency purposes — and states the board’s intent to reimburse costs paid within the prior 60 days and those to be paid subsequently.
Exhibit B and Exhibit A together describe the scope of potential projects, noting new buses and safety retrofit equipment among eligible expenditures. The minutes show the board did not specify a bond issuance schedule or underwriter in the meeting record; the resolution sets an expected maximum issuance amount but does not itself authorize sale of debt.
