The Town Board on July 7 adopted a Final Order creating the Rock Hill Emerald Springs Water District in Rock Hill and authorized required filings to record the order. According to the order (Res. No. 300), district property owners will bear all costs for construction, engineering, administrative, legal and other expenses for the new water district. The resolution specifies an annual cost to a typical property owner in the district of $967.25.
The board also passed a separate resolution (Res. No. 301) directing the town attorney to order a title search and title insurance on the deed transfer for the Rock Hill Emerald Springs Water Company property (SBL #35.-1-9.6). Councilman Richard L. Benjamin, Jr. moved the water‑district resolution and Councilwoman Melinda S. Meddaugh seconded; the vote was unanimous among members present.
Officials said the creation follows a map, plan and report prepared by the town engineers (MHE Engineering, D.P.C.) and a public hearing process previously held in May 2026. The final order directs the town clerk to record a certified copy of the order with the county and to file the order with the State Department of Audit and Control if required. The title search and insurance are to ensure clear transfer of property interests tied to the district’s infrastructure work.
The board’s action makes the district eligible to proceed with needed water improvements; affected property owners should expect official notification of next steps and assessments as work and financing plans are finalized.
