ADECA Presents Draft CSBG State Plan, Requests Comments Through Aug. 10

Jennifer Lee, energy division chief at ADECA, presented the draft CSBG state plan required by the federal Community Services Block Grant Act. Lee said the draft covers statewide goals, monitoring and fiscal controls, eligibility requirements and lists community action agencies that will receive funding; ADECA will accept comments through 08/10/2026 and submit the final plan to HHS on September 1.
Lee told the committee that CSBG funds are allocated to 18 community action agencies serving all 67 counties and that, "Last year, for program year 2025, the community action agencies assisted over 73,000 low income Alabama households funded through the CSBG block grant." Committee members asked about state appropriations for ADECA; staff said they did not have total appropriation figures in the meeting but confirmed ongoing oversight and monitoring plans.
