Throckmorton Collegiate ISD held a special meeting June 10, 2025, that concluded with the board taking no action on several proposed changes to Interbank account signatories and account authorizations.
The agenda items recorded as having "No Action" included a proposal to remove Charles Mims as an authorized signer for the Safe Deposit box at Interbank; a proposal to add Nicholas Paul Heupel as an authorized signatory to the Safe Deposit box; and a set of proposals to change authorized signatories on the Operating account, Bond Proceeds 2021, Bond Proceeds 2022, Interest and Sinking account, and Excess Revenue account to list Nicholas Paul Heupel and Yvonne Hope Moore. The board also recorded no action on a proposal to remove Charles Mims and Britnee Woods from those accounts and on a proposal to update the Student Activity Account signatories to include Nicholas Paul Heupel and Yvonne Hope Moore.
The minutes do not record debate text, motions other than the procedural notation of "No Action," or a roll-call tally for those agenda items. The transcript lists the affected accounts and the individual names proposed for addition or removal but does not show a vote or an approval. By the close of the record on these items, the status remained unchanged.
