City staff presented a plan to simplify permitting and development review with the goal of making it easier for small businesses to start or expand in Lighthouse Point. The staff presenter, identified in the meeting as Dave, emphasized three priorities: clear presubmittal guides and FAQs, quick zoning verification (a short form that confirms what a site can support), and robust online and digital submittal tools to reduce back‑and‑forth.

Dave said presubmittal materials and simple flowcharts can eliminate many early misunderstandings that slow permits, and cited Coral Springs, Pompano and Weston as useful models. "When you're looking at starting a business... the presubmittal is, you know, does the city have how to guides?" he said. The committee agreed to split follow‑up sessions: one on geographic 'knobs' (zone‑based permitted uses and corridor rules) and one on non‑geographic items such as construction fencing and signage.
