Because the library youth wing construction created design changes to the parking lot and drainage connections, staff recommended a $6,500 addendum plus a 10% contingency, bringing the total authorization to $77,300.
Commissioners asked whether the outstanding balance represented more than a 10% contingency on the remaining work; staff said the contingency is 10% of the overall project and that the funds reflect prior fiscal-year payments and a current outstanding balance of $44,900 for this fiscal year. The motion to authorize Whittingham & Fradley and approve the expenditure passed 5–0.
