Camp Verde's Town Council on July 15 remanded a conditional-use permit application for the proposed Jackpot Ranch RV Park (2025 W. Reservation Loop Road, APN 403-17-006L) to the Planning & Zoning Commission for further consideration and clearer written findings. Development Services Director Christian Green asked the Council to postpone staff presentation and the final vote because the Planning & Zoning Commission's unanimous 6-0 denial did not include detailed findings of fact explaining the basis for the decision.
Town Attorney Jon Paladini explained that conditional use permits are for land uses that may have greater impacts — "increased noise, traffic, dust, or similar effects" — and that a recommendation for denial is appropriate only when reasonable conditions cannot mitigate anticipated impacts. Planning & Zoning Commission Chair Bill Tippett confirmed the Commission's vote but acknowledged the findings were not produced during the motion. The Council remanded the application to the Commission to re-evaluate and provide explicit findings and scheduled the P&Z hearing for Aug. 27, 2026. The item will return to the Town Council for consideration at the Oct. 21, 2026 meeting.
