The Zillah City Council voted unanimously March 3 to adopt Resolution No. 2025-07, approving a Non-Discrimination Agreement required by the Washington State Department of Transportation and authorizing Mayor Scott Carmack to sign the document. Councilmember Janice Gonzales moved the measure and a colleague seconded; the motion passed without dissent.
City staff told council the agreement obligates the city to designate a Title VI Specialist who will monitor Title VI activities, oversee compliance with nondiscrimination requirements and prepare required reports to WSDOT. The item was discussed at the study session earlier the same evening, where staff described the administrative responsibilities the agreement creates for the community development and public works functions. No changes to the agreement terms were recorded at the March 3 meeting.
